SOLAS and VGM - Navigating the regulations

General Information

Due to a series of significant accidents attributed to incorrect weight declarations of shipping containers, the International Maritime Organization (IMO), in conjunction with industry stakeholders, has implemented precise regulations within the framework of the SOLAS (Safety of Life at Sea) Convention. These regulations aim to ensure the accurate provision of container weights, thus enhancing safety measures. 


According to these regulations, the shipper is obligated to furnish the ocean carrier with the Verified Gross Mass (VGM) of the container, encompassing the weight of the cargo, loading equipment, materials, dunnage, and the container's tare weight. These requirements will have an impact on the communication, infrastructure, and procedures of all stakeholders involved in the supply chain. 


WEIGHING METHODOLOGIES TO PROVIDE THE VGM:


  1. Once the process of packing and sealing a container is completed, the shipper has the option to weigh the container themselves or engage a third party to perform the weighing procedure. 
  2. The shipper, or alternatively, through the arrangement made by the shipper, a third party, can weigh all packages and cargo items, which includes the mass of pallets, dunnage, and other packing and securing materials intended for loading into the container. The tare mass of the container is then added to the total sum of the individual masses of the container's contents.
